Why now

The FTC is already asking
In September 2025 the FTC issued Section 6(b) orders to seven companies offering consumer AI companions, tied to reports of chatbots amplifying suicidal ideation and unsafe conversations with minors.
State law arrived first
New York and California now require crisis detection and referral protocols for companion AI, with penalties up to $15,000 per day.
